Reads as if Grover wrote it himself...and there is even mention of "Hillary Clinton" to make it REALLY SCARY !!

Overall interesting analysis and framework:

Virginia's Red State Blues

Starting July 1, residents and drivers in Northern Virginia and Hampton Roads will be taxed by regional governments in which they have little say or influence. It's all part of a tax hike the Republican-controlled legislature enacted earlier this year. And it's a sharp break from what the state has allowed in the past.

But now, thanks to liberal GOPers in the legislature, two regional transportation authorities have been given the power to impose, at their discretion, additional levies on consumers and tolls on drivers. Given the appetite for new revenue at all levels of government, this change is likely to be only the start of a new drive among counties and cities for the right to impose similar taxes and fees without permission from the legislature. Virginia Republicans who supported this revenue grab argue that this is not a tax hike -

All of this serving as the backdrop for VA's recent primaries:

Two other liberal Republicans -- Russell Potts and John Chichester -- knew they likely wouldn't survive the primaries and are retiring this year instead. All told, the ranks of spend-happy Senate Republicans could be cut in half come November.

And has led to a VA GOP identity crisis..with onerous potential:

Given the bitterness of this intra-party feud, don't be surprised if Virginia elects a Democratic legislature in November. If that happens, Republican presidential hopefuls better watch out. This is a must-win state if they are to have any chance of keeping Hillary Clinton out of the White House.

Summation of op-ed: The VA transporation bill, that allows northern Virginia to set own taxing authority for transporation needs- will lead to more taxing authorities unless stopped by "no-tax" conservatives, who have split the VA GOP, which will lead to a Democratic VA legislative majority, which will bring HILLARY CLINTON to the Whitehouse.
