The logic (or lack thereof) behind the GOP transportation bill

And from the same article I quoted before, more brilliant arguments for raiding the general fund for building rural roads:
Some lawmakers, including Del. Ward Armstrong, D-Collinsville, are opposed to the bill's use of general fund money for transportation projects. Armstrong noted that the general fund pays for police, education, health care needs and other core services.

[Republican delegate] Griffith, who pushed legislative compromises that led to the transportation package, reasoned that "when you're going to the general store and driving on a general road, shouldn't you be able to spend a little of the general fund on transportation?"

This is the logic that's supporting the GOP's transportation bill?
