Point of Order -- Question on DPVA Rules

I would appreciate if a knowledgable person would answer the question that I haven't gotten an answer to yet.

Did my county committee conduct an unjustified 'closed' caucus reorganization?

The committee bylaws do not limit the number of members who may join the committee.  Thanks to "hereinva"'s latest diary, I was able to find the following from the DPVA website which clearly and unmistakably says the following:  http://web.archive.o...

...Each city and county committee will hold a local caucus to elect either a specific number of members to the local committee or an unlimited number of members, as dictated by their local bylaws. This is referred to as a `closed' or `open' membership. Any registered voter can participate in their local caucus. You need not be previously involved in your local committee.

When the membership is `closed' (meaning a set number of seats on the committee), there may be a pre-filing deadline -- prior to the date of the caucus -- to file as a candidate for membership....

If under the current Party Plan they were allowed to use a 'closed'caucus, I'd refer you to my previous diary to see what can happen when an unjustified 'closed' caucus is permitted:  http://raisingkaine....

Would it not be better for the Democratic Party in Virginia to only allow a 'closed' caucus when the membership is limited and documented in the bylaws?  If the membership is not limited, then an 'open' caucus would be the requirement and would attract more Democrats.
