Question: Why are we spending billions to build a 700 mile barrier to prevent something which is not even illegal?

I'm not saying it shouldn't be illegal.  I'm just saying it isn't.  Ronald Reagan legalized border crossing in the early eighties to increase cheap labor and break American unions. Reagan changed border crossing to an "Administrative Fault" and this is why when an undocumented worker is caught, there is no arraignment, hearing, trial, fine etc. and they are either released or returned to Mexico.

This issue of "Administrative Fault" is the single reason for the immigration problem we face today but no one ever talks about it. The Mexicans are caught in the middle between Republicans who thump their chest over "Border Security" and the same Republicans who legalized border crossing for cheap labor.  It is simply not illegal for Mexicans to cross our border without documentation and Republicans and their wealthy supporters are playing both ends of the issue.

and on top of it they have known via very expensive and detailed studies the way to stop illegal immigration is to enforce employment law and crack down on illegal employers.

Add to the mix, NAFTA, CAFTA and some nice additional corporate corrupt Mexico and top it off with the cherry of the WTO, GATS mode 4...which is the idea of classifying services as commodities to be traded.

Sounds benevolent?  Well, services are in reality people, this means they are putting into trade agreements the plan to trade people.
