I was watching the Ted Turner movie Gods and Generals about the civil war in Virginia. I saw in the credits, which were done in alpha order, that George Allen played a Confederal Officer. That must be what the picture is. There were several right wing wackos in the movie. It's a good movie and now I have to watch it again to look for Felix loafing.

...scene where they are singing the song about Texas ...."Hurrah Hurrah and thousand times hurrah, hurrah for the bonnie blue flag that wears a single star" ...or something like that. My guess is he is in that crowd of soldiers doing the singing.
