I saw this posted in the comment section of the Commonwealth Conserative blog:

By proclamation of the Republican Chairmen, Kurt Michael,
Augusta County Republican Party, and Spencer Cross, City
of Waynesboro Republican Party:

We grant AMNESTY to all Augusta County and Waynesboro
Republicans who choose to exercise their Constitutional right
and vote in today+óGé¼Gäós Democrat Primary. Because our legislators
refuse to pass voter registration by Party, we are asking all
Republicans to send a message to our elected officials and
vote in the Democrat Primary.

Remember, vote today for the +óGé¼+ôTrue Democrat Harris Miller,+óGé¼-¥
and not +óGé¼+ôTurncoat Republican Jim Webb.+óGé¼-¥

And hopefully they will interview the chairs who can confirm, deny or choose not to comment.  If it was a group email, something may surface later on to confirm or deny their statements.
