Concern over House Transportation Plan

I just received this via email.  This lady, who is from Roanoke (I think), is trying to rally Southwest Virginians to protect their transportation funds.

Here is the full email:

Everyone?the House Republicans are pushing a transportation plan that focuses on NORTHERN VIRGINIA and HAMPTON ROADS.

*This plan also diverts funding AWAY from Southwest Virginia?when Southwest Virginia has many needed projects including repairs to Route 58, I-81, and other things we all have been waiting for.*

This is an important issue for ALL of Southwest Virginia?whether you are in Del. Carrico?s district, or not?and there is something you can do to help!

Governor Kaine is pushing a transportation plan?the Kaine Transportation Plan?which covers the WHOLE state, including funds for Southwest Virginia.

*Take TWO MINUTES?only two minutes?in the next week to either call, send a letter, or send an e-mail to Delegate Carrico?tell him to support the Governor?s plan because that?s the plan that will fund the people he represents!!*

Now what are you waiting on?  We all know that Governor Kaine's plan is superior to anything the House Republicans could possibly come up with.  Even if you are not from Southwest Virginia, chime in and remind the House Republicans Kaine won the election and not that guy from their party.

What is Terry Kilgore's position?  Has he come out publically against this plan, Like Bud Phillips?  Or is he hoping that he can hide his vote from his constituents?  Or simply claim that he voted for the House Plan because the Senate and Governor's plans would raise taxes?

I agree with William.  The real problem is the funding.  We can't take money from the general fund for transportation without harming schools, the elderly, the poor, law enforcement and all the other areas that the state pays for.  The only answer is a dedicated funding stream for transportation and mass transit. And Horror of Horror that may mean (probably means) raising taxes.  But there is no such thing as a free lunch.

The biggest problem with the House plan is how its funded.
No disrespect to anyone in the southwest part of the state, but I have a bigger beef with over a billion dollars of the funding coming from increased driving penalties, the general fund, or "other sources".

Up here in NoVa, Kaine needs to marshal the troops for this.
The grantor's tax concept won him a lot - a LOT - of Loudoun, Fairfax, and Prince William County votes.
