"A Faustian Bargain?"

Is this the answer to our traffic gridlock problems?  Should we be turning our road building over to private developers, who "pay for major projects" in exchange for approval by local officials "to approve huge developments in the areas suffering from gridlock?"  Does this make you a bit nervous, in an "all gifts come with strings attached" sort of way?  Is this all a "Faustian bargain of sorts, since the deals would draw even more cars onto the roads that need fixing?" Or, do you agree with "some Northern Virginia officials" who "say they have so little faith in the state's ability to deliver that they have accepted or are considering offers from developers to pay for major projects?"
