That isn't the problem with her answer, the general incoherence is and also mentioning coal and oil together as "fungible" is bizarre.  But oil itself is considered to be "fungible."

..."fungible" means "interchangeable," which is roughly the case with oil. Basically, although oil certainly comes in different grades - light, medium, heavy, sweet and sour - refineries can generally take most crudes and process it into refined products.  In a world market, which is what oil is, that's what's known as "fungibility."  But no, Sarah Palin is not correct if she's saying that coal and oil are "fungible," as existing refineries can't take coal and turn it into gasoline, heating oil, etc.
