The fix is in?

The Deeds-McDonnell recount is not looking good so far, with very few votes actually being recounted and even fewer changing.  Reportedly, "attorneys for Sen. R. Creigh Deeds (D), who requested the recount, are expected to raise challenges today."  I wish them luck, but right now it appears that "the fix is in," with the "recount" rules written in such a way that there's almost no possibility of Deeds winning.  What's truly unfortunate here is more the process than the outcome; why didn't this three-judge panel allow for a real and serious recount of every single ballot?  What were they so afraid would happen if they did?  Would they rather have doubt cast on the legitimacy of an important, state-wide election?  Very strange.
