In New York, you must obtain a certain number of signatures in each CD to be listed on the primary ballot. The Obama campaign met the signture requirements in each CD and filed full delegate slates in each CD as well. Their field operation did a great job in a tough state.
New York apportions national convention delegates at the CD level, based on primary results in each CD. So, as the attached article sttes, Obama could walk away from the NR primary with a big batch of delegates.
