"Full-Throated" Conservative?

Far be it from me to question a fitting frame, but this surprised me.

In a piece for Hardball with Chris Matthews, David Shuster used this phrase to describe the embattled Conservative Bush Republican pervert* du-jour, Senator Larry Craig:

...Full-Throated Conservative...

I've never heard the term before, but I may need to begin using it A LOT.

somehow
appropriate.
